THE REGULATORY STATUS

Three layers.
Three levels of certainty.

The legal framework, the horizontal digital infrastructure and the textile rulebook are related, but they are not the same thing.

01In force

THE EU FRAMEWORK

The ESPR sets the common DPP architecture

Regulation (EU) 2024/1781 establishes general DPP conditions, including a data carrier linked to a unique product identifier, machine-readable structured information and access rights.

The applicable delegated act specifies the product-group information, granularity and access rights.

Read the regulation
02Horizontal build-out

THE DIGITAL SYSTEM

Standards and the EU Registry are taking shape

The DPP standards cover horizontal system topics such as identifiers, data carriers, interoperability, persistence, access rights and data integrity. The Registry supports identifiers and registration data set by law.

Infrastructure progress does not settle the textile data fields.

THE PRODUCT RULEBOOK

The future delegated act will define the textile details

The Commission says textile-specific DPP requirements will be set in the same future delegated act as textile ecodesign requirements. Its dedicated page lists Q4 2027 as planned adoption.

The date is indicative. The final scope, fields, roles and application date are not fixed here.

The ESPR framework enters into force

Regulation (EU) 2024/1781 creates the EU framework for product-specific ecodesign requirements and DPPs. It does not itself publish the final textile data list.

16 APR 2025
Official plan · indicativetextile

Textiles are prioritised in the 2025–2030 Working Plan

The Commission prioritises textiles, particularly garments and footwear, and gives indicative timing for future measures. The plan is not the delegated act.

2026
Technical preparationresearch

JRC publishes a DPP data-specification methodology

The methodology helps preparatory-study teams develop proposals for DPP information requirements. It describes a process, not mandatory textile fields.

15 JUL 2026
Cited in the Official Journalstandards

Six horizontal DPP standards are cited

Implementing Decision (EU) 2026/1736 cites six standards from the CEN-CENELEC DPP family. These cover horizontal system requirements, not the textile content list.

20 JUL 2026
Operationalinfrastructure

The EU DPP Registry becomes operational

The Commission timeline marks the Registry operational. It supports identifiers and registration data defined by applicable legislation; it does not decide textile data fields.

NOV 2026
Planned · not yet confirmedstandards

Commission timetable lists the remaining two standards decision

The general DPP timeline currently lists an implementing decision for the remaining two horizontal standards in November 2026. This is a planned milestone and will be rechecked.

Q4 2027
Planned adoption · indicativetextile

Textile-apparel delegated act is planned

The Commission's dedicated textile page lists Q4 2027 for planned adoption of the ESPR delegated act. The date may evolve; the act is the point where textile-specific requirements are set.

AFTER ADOPTION
General ESPR baselinelaw

A transition period of at least 18 months follows

The Commission's general DPP page describes a minimum 18-month transition after an ESPR delegated act. The exact textile application date and any specific provisions must be checked in the final act.

Timeline cross-check: the Commission’s dedicated textile-apparel page lists Q4 2027; its general DPP timeline lists Q3–Q4 2027. Both are indicative planning windows and may change.

Current checkpoint

Textile-specific requirements remain in preparation

The dedicated textile page still describes a future delegated act and lists Q4 2027 as indicative planned adoption. The general DPP page still lists a November 2026 decision for the remaining two horizontal standards as planned; no adopted decision replacing that milestone was verified. The Commission textile and general pages, JRC record and CEN-CENELEC explainer were reopened; direct EUR-Lex access remained robot-limited and the CEN technical-body page could not be retrieved.

20 JUL 2026Operational

EU infrastructure

The EU DPP Registry is marked operational

This is a horizontal infrastructure milestone. It does not mean the textile DPP fields, product scope or application date are already fixed.

Standards

Six horizontal DPP standards are cited in the Official Journal

The Commission decision supports the general DPP system. Its scope is distinct from the product-specific textile requirements still to be set.

2026Preparatory

JRC methodology

A method for developing DPP data proposals is available

JRC145830 sets out a methodology for defining DPP data requirements under ESPR. It supports preparatory work and should not be presented as final textile law.

Monitoring runs daily. A website entry is added after the underlying source has been reviewed and the regulatory status confirmed.

How updates are checked

POSSIBLE INFORMATION AREAS

What could sit
inside the passport?

These are areas the Commission says may be included, depending on the final delegated act. They are not a confirmed mandatory field list.

!Under preparationPotential information areas · exact requirements pending
01

Product identity & characteristics

The Commission page identifies product identification and characteristics as possible information areas. The exact fields and passport granularity remain for the act.

02

Fibre composition

Fibre composition may be relevant, including information required under textile-labelling rules, where the final DPP requirements make it applicable.

03

Care, use & repair

Information that can support product use, care, repair and maintenance may be considered under the final requirements.

04

Reuse & end of life

The Commission lists possible information on resale, reuse, disassembly, refurbishment, disposal and recycling.

05

Origin & operators

Origin information and the identity of relevant economic operators are among the areas mentioned by the Commission.

06

Compliance & traceability evidence

Documentation supporting compliance and traceability may be included where required by the final delegated act.

01—06

Use this as an evidence inventory prompt, not as a compliance checklist. The final product scope, data points, granularity, access rights and verification methods must come from the applicable legal act and technical specifications.

A PRACTICAL STARTING POINT

Prepare your evidence.
Keep the rulebook in view.

There is useful work to do before the textile act is final: make existing product information visible, traceable and owned by the right teams.

01

Inventory your product data

List information already collected for identity, fibre composition, care, origin, chemicals, durability and end-of-life.

02

Trace its evidence

Record where each value comes from, who owns it, how it is verified and which supplier or document supports it.

03

Assign responsibilities

Bring product, compliance, sourcing, IT and sustainability teams into the same data conversation.

04

Review against new evidence

Keep a dated record of assumptions and revisit it when the delegated act, standards or guidance changes.

↗

Keep planning proportionate. Build a picture of the information and evidence you already hold. Avoid treating an emerging study topic, industry proposal or planned date as a final legal requirement.

OPEN ITEMS TO WATCH

The questions the
final act must answer.

We will move an item out of this list only when an authoritative source settles it.

AWhich products are in scope?

Final product definitions, exclusions and any distinct treatment for product sub-groups need to be read from the textile-apparel delegated act.

BWhich data points are mandatory?

The Commission identifies possible information areas, but exact content and supporting technical specifications are still to be defined.

CAt what level is each passport created?

The ESPR framework allows product, batch or item-level references as specified by the applicable act. The textile level has not been fixed here.

DWho can see or update each data field?

The general framework regulates access rights. Textile-specific access and responsibilities depend on the final product-group rules.

EWhich verification methods and dates apply?

Testing, evidence and implementation timelines must be checked against the final act and later technical guidance. The current adoption window is indicative.
