Textile EPR in Italy
Advanced draft / July and October 2026 institutional milestones
Broad research: 6 Oct 2026 · Selected verification: 2 Nov 2026. Source review coverage is stated below.
The official conference record remains a procedural milestone; no final decree, register opening or compulsory-sector authorisation was verified there. Limit: Directed source reopening, not a complete parliamentary or gazette audit.
Organisations & financing route
Erion Textiles · Retex.Green · Ecotessili · Cobat Tessile · ECOEM Tessile
Constitution & legal approval
Preparatory / voluntary consortia; final mandatory approvals not verified
Implementation timing
Final decree and commencement not verified
Next evidence trigger
Final decree in Gazzetta Ufficiale and system approvals
Competent authority
Ministry of Environment and Energy Security (MASE); regional authorities; relevant national register arrangements to be fixed in the final rules.
Legal basis
Legislative Decree 152/2006 and amendments including 116/2020; proposed textile EPR ministerial decree. Conferenza Unificata’s 23 July 2026 report records an opinion delivered, not entry into force. On 1 October 2026, the Government accepted, after reformulation, Chamber order of the day 9/3118/7 requesting continued work on textile EPR. It is not a gazetted decree or registration opening. Sources: S133 ↗, S134 ↗.
Product scope
Proposed national design concerns clothing, footwear, accessories/leather goods and household textiles. The final annex determines scope; broad marketing statements by consortia are not sufficient for classification.
Fees & financial basis
No operative national textile tariff verified. Treat the value as unresolved; obtain a dated scheme tariff once the national route is established.
Eco-modulation
No operative national textile schedule verified. Future criteria depend on national implementation; a certificate alone does not establish a discount.
Targets & denominators
No country-specific numerical textile EPR quota verified in the source pack. Separate collection duties continue; the revised EU directive does not set one uniform numerical textile quota.
Registration & reporting
No operative textile-specific EPR return verified. Prepare national POM mass, product codes, producer-role and transaction evidence. Continue applicable waste and packaging reporting.
Organisations & approval status
First-party preparatory/voluntary consortium evidence includes Erion Textiles, Retex.Green, Ecotessili, Cobat Tessile and ECOEM Tessile. Membership/pilot or waste services can exist before compulsory EPR operation. Final sectoral authorisation under the new decree was not verified; group approval for WEEE or batteries does not extend to textile EPR.
Next milestones
Monitor publication of the final decree in Gazzetta Ufficiale, transition provisions, register opening and formal consortium approvals. Late-2026/2027 launch forecasts remain forecasts until these steps occur.
Practical risks & controls
Risk: paying a quoted pilot/service fee as if it were a universal statutory eco-contribution. Mitigation: require the final legal basis, approval and effective-dated tariff; keep pilot contracts, manufacturing-waste services and future producer obligations distinct.

A constituted organisation, a pilot and an authorised compulsory system have different legal effects. Unresolved scope, approval, tariff and filing questions remain visible in this dossier. Source-page reopening is not a complete current licence audit.
