Clear conclusions.
Visible limits.
The value of regulatory intelligence depends on the source, legal status, effective date and coverage of the verification.
What this edition is based on.
Based on the consolidated English report dated 17 October 2026. The underlying broad country-research baseline is 6 October, with selected checks on 17 October. Country pages state the applicable research dates; a source-page reopening is not a complete licence or legal audit. Web-only targeted reviews on 19 October, 26 October and 2 November preserve dated findings and access limits. On 2 November the EU framework and source sets for all 30 jurisdictions were attempted; twenty-seven country source sets were directly retrieved. Finland and Ireland returned HTTP 403 and Latvia timed out, so their earlier country dates remain. No new operating country, authorisation or ordinary fee was inferred. France's final order of 20 October 2026 is recorded separately from the withdrawn TRIS draft and from Refashion operational instructions. The Netherlands check used the current ILT authority page after the gazette URL was blocked. Dated Word/PDF downloads remain the 17 October edition.
The original Spanish report was not located as a standalone file in the connected sources. Its structure and content were used as retained in the previous consolidated report, together with the updated English report. The final report records this source lineage explicitly.
The website carries the complete ten-field country dossiers, the report’s financial and target tables, the key legal framework and a single source register. The downloadable report preserves the full editorial context.
How a system is classified.
| Label | Meaning |
|---|---|
| Operational | Current producer-financing obligations and an identifiable operating compliance route. |
| Advanced draft / consultation | Specific official draft or institutional process; not equivalent to entry into force. |
| Preparation / planning | Official study, project or roadmap without verified operative sector rules. |
| Voluntary initiative | Private commitments, pilots or blueprints; no verified compulsory sector system. |
| Not verified | No sufficient current evidence found for the stated point. Obtain the missing final law, approval, tariff or instruction before relying on it. |
Four confirmed operating financing models in the source set are France, the Netherlands, Hungary and Latvia. This is a statement about verified evidence in this edition, not a guarantee that every relevant rule or later development has been located.
“Constituted” and “authorised” are separate. First-party pilot or consortium evidence can establish an organisation’s activity. It cannot establish the legal remit, territory, approval period or tariff of a compulsory scheme without the appropriate approval.
Source hierarchy and dates.
Final law controls over drafts. Current campaign guides control over old summaries. Statutory taxes, scheme contributions and provider contracts are not interchangeable. A common EU source does not count as independent national proof.
S001–S119 retain the source identifiers in the 6 October research. S120–S124 are the 17 October additions; later identifiers retain their own dated review records. “Base record” is inherited from that report; “reopened” is a successful source-page retrieval on the displayed review date; “access limited” records a retrieval restriction. Publication, commencement, filing and verification dates are separate concepts.
Negative findings mean sufficient operative evidence was not verified in the material reviewed. Unpublished contracts, unlocated licence changes and local municipal arrangements are not assumed to have been checked. National-law and approval questions left open in the dossiers require confirmation before a filing or contract starts.
How the weekly review should change the site.
Review official EU and national gazettes, authorities, consultation records and current first-party scheme publications. Record both what changed and what was checked without change. Update the relevant country, source, effective dates and change log together.
Keep proposals conditional. Do not replace an unknown fee with zero, treat a pilot as a licence, advance every country’s review date after a partial check, or mark a tariff current merely because an old page remains online. Preserve superseded findings and unresolved access problems in the history.
The existing weekly regulatory task has been designated to maintain this web evidence base. The published review record, rather than a clock or an automatic date label, is the measure of completed work.
Map and geographic scope.
Country boundaries: Natural Earth, public domain (1:110m). Mainland view; Malta uses an enlarged point marker. Map outlines do not determine legislative territorial scope.
The map is a visual navigation tool. It does not settle boundaries, customs treatment, overseas scope or which entity is the producer. Use the country law, product annex and authorisation for those decisions.
Natural Earth terms ↗This site is professional information and preparation guidance. Before taking a market-specific compliance decision, confirm the operative national text, registration route, current scheme approval, tariff and applicable reporting instructions.
