Broad research: 6 Oct 2026 · Selected verification: 2 Nov 2026. Source review coverage is stated below.

The current ILT authority page confirms operation since 1 July 2023, the clothing/workwear/household-textile scope, notification and annual reporting, three producer organisations and the 55% combined 2026 target. It does not add footwear to the current scope. Limit: provider contracts, tariffs and reporting portals were not fully re-audited.

Constitution & legal approval

Operating collective/provider arrangements; check the contracted route

Implementation timing

Operating since 1 July 2023

Next evidence trigger

2026 performance reporting and 2027 filing calendar

Competent authority

Ministry of Infrastructure and Water Management; Rijkswaterstaat for EPR notifications/reporting; Human Environment and Transport Inspectorate (ILT) for supervision.

Legal basis

Textile EPR Decree, Staatsblad 2023, 132, and general EPR rules.

Product scope

Current decree covers newly manufactured clothing/workwear under CN 61/62 and household linen under CN 6302. It does not currently provide a general shoe/curtain/blanket EPR obligation. Future EU Annex IVc expansion must be tracked separately.

Fees & financial basis

Stichting UPV Textiel publishes €0.24/kg for 2026. Collectief Circulair Textiel publishes €0.24/kg B2C and €0.22/kg B2B for its 2026 contribution based on 2025 POM. These are provider tariffs, not one universal statutory rate; verify eligibility, minimum charges and contract terms. ERP Netherlands also publishes €0.24/kg for its 2026 service based on 2025 POM. Current CCT page reconfirms 2026 B2C EUR 0.24/kg and B2B EUR 0.22/kg, both based on 2025 POM; the prior participation URL is retained as inaccessible history. Sources: S127 ↗, S070 ↗, S113 ↗.

Eco-modulation

No uniform national SKU-level bonus/malus tariff verified. Providers’ current tariff structures and B2B/B2C differentiation should not be described as EU-wide environmental modulation.

Targets & denominators

Statutory trajectories are tabulated in section 4: combined preparation-for-reuse/recycling 50%→75%; reuse 20%→25%; domestic reuse 10%→15%; fibre-to-fibre recycling 25%→33% of recycled mass. The first three use previous-year POM mass.

Registration & reporting

Notify and report through the applicable Rijkswaterstaat route; annual authority report before 1 August, with earlier PRO data deadlines possible. Retain new-product POM mass, product classifications, achieved reuse/recycling and domestic-use evidence. Non-established producers must assess the local representative requirement under the decree. Stichting UPV Textiel requires forecast/reconciliation declarations before 1 April; distinguish these provider deadlines from the authority’s 1 August return.

Organisations & approval status

Stichting UPV Textiel; Collectief Circulair Textiel (CCT); ERP Netherlands has first-party cooperation evidence with CCT in August 2026. Check each provider’s current contractual responsibility, scope and approval/notification before assuming interchangeability.

Next milestones

Prepare 2026 performance against the 55% combined, 21% reuse, 11% domestic reuse and 27% fibre-to-fibre obligations, then the 2027 authority return. Monitor scope changes implementing the revised EU directive.

Practical risks & controls

Risk: shoes wrongly charged under the current decree; fibre-to-fibre target applied to all POM; provider price applied to the wrong declaration year. Mitigation: maintain a scoped mass balance and quote by provider, B2B/B2C channel and campaign year.
