Organisations & financing route
RE-VISTE · GERESCAL
Constitution & legal approval
Constituted initiatives / pilots; final compulsory-sector authorisation not verified
Implementation timing
Final national commencement not verified
Next evidence trigger
Gazetted decree, regional authorisations and producer register
Competent authority
MITECO; Autonomous Communities for relevant approvals and enforcement; producer-register arrangements in the final sectoral rules.
Legal basis
Law 7/2022; draft textile/footwear Royal Decree notified as TRIS 2026/0266/ES on 27 May 2026. Commission detailed opinion extended the standstill to 28 September 2026. Standstill expiry is not adoption.
Product scope
Notified draft covers relevant textile/footwear products, including household and similar professional uses as specified by its annex. Do not assume blanket PPE, workwear or B2B exclusions; assess product nature and CN code under the final text.
Fees & financial basis
No operative approved national textile SCRAP fee verified. RE-VISTE participation/pilot costs, quoted fees or forecasts cannot be substituted for a final effective-dated tariff.
Eco-modulation
Draft proposes modulation and design incentives; no operational Spanish bonus/malus schedule verified. Keep durability, repairability, recyclability and material data ready without assuming French bonus values apply.
Targets & denominators
May 2026 draft: collection 30/50/70% of generated waste in 2030/2035/2040; preparation for reuse 30% in 2030 and 35% in 2040 of separately collected mass; recycling 25/30/35% in 2030/2035/2040 of separately collected mass. These remain draft targets.
Registration & reporting
Draft envisages producer and collective-system data with territorial waste-flow reporting; draft system annual audited report before 31 May. Do not treat that date as a current enacted return. Prepare POM, CN, materials and Autonomous-Community allocation; check final producer-register deadlines.
Organisations & approval status
RE-VISTE is a preparatory sector initiative with municipal/pilot cooperation. GERESCAL is a footwear-focused collective initiative: first-party evidence describes an initial collected-footwear phase and a June 2026 in-store pilot with participating footwear brands. Neither participation nor the use of the term SCRAP proves final compulsory-sector authorisation; that authorisation and the final effective tariff remain unverified here. Sources: S091 ↗, S115 ↗, S120 ↗. GERESCAL self-reports constitution of GERESCAL S.L. on 9 September 2022. Corporate constitution and the municipal RE-VISTE collection pilot are not compulsory-sector authorisations. Sources: S128 ↗, S129 ↗.
Next milestones
Watch BOE publication following the TRIS procedure, final transition dates, regional authorisation, register opening and tariff publication. Reconcile RE-VISTE and GERESCAL pilot learning with final take-back and municipal financing rules.
Practical risks & controls
Risk: assuming “2026 launch” or TRIS clearance establishes enforceable fees; using superseded draft targets. Mitigation: bind go-live and pricing to the gazetted text and approval; retain current Law 7/2022 duties while preparing national/territorial reporting.

A constituted organisation, a pilot and an authorised compulsory system have different legal effects. Unresolved scope, approval, tariff and filing questions remain visible in this dossier. Source-page reopening is not a complete current licence audit.
